Neural filters are greyed out. What do I do?

Yes its ok, but imho you still need lot of manual work for best results.. Coloring layers

The thing is - it looks "Colorized". The PhotoShop process is almost always detectable. Anybody can add green or red layers to a digital image - but, achieving "realism" requires a real artist who isn't letting their photo app do all the work. Clicking is not "Colorizing".
