Hi Google Admin,
Your company may have Annual Fixed Plan of Google Workspace subscription. Many thinks that we cannot add user license in Annual Fixed Plan by our selves because it is a fixed contract by number and price. In actual you can add any number of user licenses by your own at same fixed and agreed price of your annual plan. This short video will guide you how to add user license in the Annual Plan as per the Google Support pages,

Add user licenses on the Annual Plan
Go to Menu ""and then"" Billing then Subscriptions.
Click your subscription.
In the expanded section, next to the number of licenses you currently have, click Purchase more.
Enter the number of additional licenses you want to buy and click Continue.
Enter the number of additional licenses you need "not the total". If you have 50 licenses and need 25 more, enter 25.

Check the box to agree to the terms and click Continue.
It can take up to 48 hours for new licenses to become available.

Important:
On the Annual Plan, you can buy licenses at any time. But you can’t remove licenses to lower your monthly payments until it’s time to renew your annual contract.

You might not be able to add more licenses if:

You’re in a free trial for Google Workspace or Cloud Identity Premium.
You have Business Starter, Business Standard, or Business Plus and have reached the limit of 300 users.

Hi, can you provide how to buy more than 1 subscription? (Business plus & Business starter). Are this only for fixed term plan?

Makes no logical sense. I added a user and wound up adding a license with a monthly charge on my annual paid subscription. I wanted one annual charge, not monthly charges. My workspace shows Annual plan (monthly payment). Illogical. How can an annual plan have a monthly payment.

So far I am starting to regret this investment. Overall explanations in this workspace are very poor. Nothing is explained. What IS a license and why do I need one when adding a user? All I wanted to do is add another user for a flat yearly price and this has turned into a complicated mess. And, with 2 licenses I only have 1 user. That makes no sense. And NO WAY to remove that additional license and just start over.
