Row 3 ends with 18 stitches. When using pattern 2-1-1-2 and repeat 2-1-1-2, 2-1-1-2 you end up with 2 stitches leftover on row 4. The only pattern where row 4 comes to 24 stitches would be 2-1-1, 2-1-1-, 2-1-1- repeat to end. If you write it 2-1-1-2, 2-1-1-2, then you have 2 double stitches next to one another and end up with 2 leftover st on row 4.
