Try looking in Tj max! I found some wide calf boots with the little stretchy thing in the back from a brand called Report. I wear them so much the lining is starting to come out 😭 and they were only 40! And I’m a perfect example of what you were saying about having wide calf’s but not being plus size. I never fit into regular boots, but I’m a size 6/8

I found some on Zappos. It took some trial and error. My calves are about 15 1/2" at their widest so at lot of wide calf boots are TOO wide and I look like a pirate. But hardly any regular size fit. Also, so many are TOO tall. I'm 5'3". It's a struggle (and it's expensive)!
