Ladel's distainment for Mays is shown immediately. She cuts him off immediately and doesn't want to hear or consider him at all. Her clique is revealed and she hates that Mays knows the rules and calls her out when she is wrong. Ladel does not know the rules and wants to eliminate him, Burns and whoever opposes her.

I have never seen a group of angry, childish leaders. All of them keep saying, "It's no secret we don't like each other...and that's ok." No it isn't! First of all, why do you hate each other so much? You should be united under the banner of improving Flint. Also, if your dislike of your colleague (or "collie" as Murphy says) impedes your work, it is definitely a problem. Can you imagine if your child's school had teachers who all hated each other? Or the restaurant employees all hating each other? Nothing would get done...as evidenced here.
