What about laptops with touch screens? Would they return true or false when checking if the device is a mobile (or a device with a touch screen)? And would the output be affected whether the laptop’s touch screen functionality is on or not?

Please don't do that. If you use GNOME Shell Mobile, or KDE Plasma Mobile, you can use a desktop mode that still will keep the same user agent. So it will yield the wrong result.
