To be fair; Epic Games literally has to do something about people making maps based on the works of other companies. They can get in serious trouble if they don't.

Activision threatening Fortnite with take downs is funny, because ransoms made their own maps better.

so the reason COD type things are being removed is simple:
You can make money off of your creator code. Activisions TOS states that while you can USE their stuff you cannot monetize it. Thats why modded clients like plutonium, SM2 and custom maps haven't been struck down yet as no one is making money off of it of course some are but that's a donation and isn't monetized under activisions eyes.

At the end of the day, copyright is copyright. You can never avoid it. Can't blame Epic for playing it safe. Though I would say that they're playing a little too safe.
