Q. 1 Yes, it is possible to centralize the billing, we just need to all project under the organization level to set permission aslo set an IAM policy to grant or limit the access.
Q.2 to create billing account need to have billing manger/administor also they can link it other hand user only link it.
Q.3 This question was also on my mind, but after viewing your video, it has been answered. Ans is not due to google offers billing account only one organization. there is many reason like google mpa's all service with api thorugh within a single org's
Q.4 of course, link otherwise, we will be unable to use this service.

I just checked the GCP doc and found that "Billing Account Creator" is used to create the Billing Accounts. I am not sure what is happening here. As in your comments everywhere it is written as Billing Account Admin. Could you please help me to understand this. I will be more thankful.

Can we pay less than Rs. 500 if my bill is Rs. 28.51 ? And another question is - can I re-open a free tier billing account if I have mistakenly closed the free tier billing account (Which is the first billing account) ?
