Frenzy was honestly one of my favourite decepticons. He had somewhat of a character and a personality in the film, unlike say Brawl or Shockwave (although those two made up for it with badass designs), such as flipping off the humans in the Air Force One scene.

People can try to argue that Glenn, Maggie, and Secretary Keller where throwaway characters, but this is not true, as they had a part to play in having the air force aid in the battle of Mission city. Keller fighting off Frenzy while Glenn completed the signal, and directing the human defense. Maggie making sure that the information could be analyzed.
