Well no, since it’s an animation it’s not an optical illusion, the dots are going around in a circle but when you add the lines it looks like they are going on the lines.

That’s how circles work
If you have a circle with a diameter equal to the radius of a circle that it is rotating it, then any point on the small circle will be simply moving on a line in the circle

It isn’t an illusion, it’s just math

Multiple dots which move on different diameters of the circle with sinusoidal velocities and their speeds are out of phase, then they create a rotational pattern!

That's not an illusion, it's math.
