Vietcong violated the peace agreement, which is not true, South Vietnam violated. The Peace agreement says South Vietnam has to organize the reunification elections, and the Saigon government has no power in South Vietnam until after then. The Saigon government withheld the elections for 2 years and refused to do what the Paris Peace Accords said. The removal of the Saigon government in 1975 isn't a violation of the Paris Peace Accords. There isn't any violence happening during and after Saigon has taken over. They surrender without a fight, and most of Saigonese were cheering and celebrating the NVA overthrown the Saigon government.
