Purging accumulated sediments in Hydroelectric dam

Penstock (gate) valve opened to max clearance to purge out accumulated sediments using the hydrostatic pressure from the dam

This was an omitted/aux penstock, the gate valve had to be turned anticlockwise significantly before the Δ P could push the sediments out, it had built up there over the course of years.
