No, the character does not need to be a dimensional being or exists in a higher dimension to damage and effect that higher dimension. They can just somehow have the power to or just be able to affect higher dimensional beings or structures while being a lower dimensional being. Another thing, all cosmologies are different, so this could be the case for one series, but not for all.

Finally someone finally stated it, I've been telling multiple people whether or not characters are higher dimension or Outerverse character, as long as there is a character with strong hax, their are capable of affecting those character who scale higher than them. Each hax have their own level where their can affect things or dominant things like fate manipulation- fate manipulation is limited to one own universe according to its laws, if fate is almighty things in our universe and if there is person who can manipulation it he is almighty, but things starts changing if you go beyond our universe. They can't manipulate those fate which are beyond our universe.
Theirs also a power that we call Meta/Absolute/Omni fate manipulation- meta fate manipulation is capable of manipulating fate which are beyond our universe or capable of manipulating fate on transcendental level making it easily multiverse or Outerverse level power unlike fate manipulation which is limited towards our own universe. So hax have their own level and on what level they can affect things people keep on dragging cosmology and started saying cosmology>>>hax

The issue is that tiering systems are not designed well. There is no such thing as "5d attack power." The phrase is scientifically meaningless, and the concept rarely shows up in fiction either. The idea of a higher order of power higher than a lower infinity has nothing to do with dimensions. Dimensions are just one possible thing fiction can associate them with.

Yeah db characters are stated to trascend time (5D) but thats just their AP their existence is still 3D
But there are people like drip_sauce or mr crafty scales who believe db characters are outerversal i dont know about that
