People like to focus on Truman's quote but they kinda forget why the whole blood thing was said by Oppenheimer. Truman wanted the nuke to be handled solely by the military to try and threaten the USSR, and brought Oppenheimer in to support his idea. Oppenheimer was for the current model of nuclear development, international agreements and controls because he had no illusions about the fact the USSR was gonna use its spies and scientists to get the nuke, meanwhile Truman acted cocky by saying the the Soviets would "never" get it. So when he didn't endorse giving the nuke to the army, ie. Making the nuke a part of conventional warfare, he justified with the blood quote.
Truman got pissed because Oppenheimer's support would make it a higher chance that the bomb would go from scientists/civilians to the military and because anytime anyone doubted the need of a second bomb he would mald endlessly.
