A new ACLU report finds numerous cities and counties throughout California are using or testing surveillance technology, often without any public input. This week San Jose had its first community hearing on the police department's quiet purchase of a drone. Police say the drone, not yet in use, is primarily there to help the bomb squad keep officers out of harm's way. Opponents consider it a move toward a surveillance state. The revelations are prompting concerns about privacy and calls for new guidelines on how the technology should be used.
