Output voltage can be fixed by adjusting pot given on circuit.

Output peak voltage is not how this controller works, it works by delaying turning on the triac for the last nth of each half-cycle of the AC power: at 50% it turns on for the last half of each half-cycle, at 10% it turns on for the last 1/10th of each half-cycle. The apparent voltage drop is due to operating it set to less than 50%, meaning the triac is turning on only after the AC sine wave has passed its peak. If you power this from a modified sine wave inverter (square wave output) you will see no voltage drop as you turn the potentiometer, but it will actually work better. This one has a trim adjuster (blue component with the screw in the top) so that you can tune the cut-in threshold for the triac to the load you are using and get a much better range of control.
