It depends on the person's tone. Sometimes it is intended as a derogative term and you can hear it in the way that the person says the word. You notice it especially when they assume that you are not Jewish and understand Hebrew. It has happened to me, so I know that some non-Jews have experienced this.

It is derogatory, because jews historically have been separate from "nation." This rationale of "jews are goyim too" is only due to the existence of israel and it's not an argument I've personally heard many jews make. A jew identifies an "outsider" (usually someone of the host nation in which they live who is not a jew) derogatorily as a "goy" and it's evident by the vitriol in their voice and face and the context of the word.

I respect Torah Jews but I’m not sure for Talmudic Jews as I read some of it on the Jewish encyclopaedia Sanhedrin 59a:2 it says I’m now liable to die cause I read it but at the same time a different rabbi says to encourage the goy to read so it promotes hatred and love I just don’t understand.
