The explanation I've heard that makes most sense is that Luke was able to keep his name in honour of his grandmother and Uncle Owen's stepmother, Shmi Skywalker.

they did plan on sequels, lucas even had a book written which could be made into a sequel at a smaller budget if the first movie wasnt as successful

He doesn’t refer to himself as Luke Skywalker until he meets Leia in the detention block on the Death Star. Maybe he started to go by Skywalker because Obi-Wan had told him about his father.

Considering Shmi is buried at the Lars Homestead, I figured it would've probably been explained away as a distant nephew from Shmi. I mean, it does make sense, from a certain point of view

In all honesty, I think that he kept Skywalker as his last name is due to them knowing that it's easier to hide in plain sight, using the fact that Vader didn't care for Tatooine and how the Outer Rim is pretty lawless

The organa family is very famous. Them having a skywalker in their lineage is very suspicious, the entire point was to hide them and tatooine was barely searched

Headcanon: Luke was told he was a skywalker but Owen and Beru told him to give his name as Lars if anyone asked, since his father was a "spice runner" and might have been recognised for the wrong reasons

In Legends, one of Luke's students on Yavin 4 - Corran Horn - shared a theory of his own. He posited that Obi-wan wanted to force a confrontation with Vader on his own terms and the Luke was bait.

He probably wasn't right even in Legends, but Corran was a former cop with a naturally suspicious mind.

Leia was ADOPTED. Adopted kids get the last name of their adoptive parents.

Luke was just being taken care of by his aunt and uncle.

The Lars let Luke keep his last name because nobody was actually looking for him. Nobody in the empire knows that Luke even exists and Vader thinks he died inside Padme's womb so why look for someone who is presumed dead? As for George not planning on making Darth Vader as Luke's father, David Prowse somehow knew the story was heading in that direction because he did a 1978 interview where he told the reporter about the Empire Strikes Back plot twist even though George hadn't wrote the script yet. Even within A New Hope, both Obi-wan and the Lars couple were behaving like they know a lot more than what they're telling Luke which further strengthens the idea that Vader would be Luke's father.

Imagine luke going off to school and enrolling as skywalker. Instead of staying on the farm one more season. The empire finds the enrollment and captures him..😂

In a TV interview back between the first and second movie (that’s Ep4 and Ep5 for you young ones), Lucas said that Skywalker is generic name for slaves and orphans. Much like was done in real historical times across different cultures.

Axtually, "Skywalker" is not a name, but a term. If you were not part of a registered family in either the Republic or the Empire, you were a "Skywalker". That is why it never caught Vader's attention that there was a Luke Skylwalker on Tatooine.

Another option is that they never meant to hide him but use him as life bait to confront Vader. However, there’s no way Owen and Beru would consent to this.

It could be also because Lars had known enough from his mother about the force and who can wield it as well as how significant tragedies can make the most powerful users with the best intentions into galactic threats. Knowing this, and how he was (at least when viewed by host brother) “useless” when protecting their biological mother, Lars felt a very direct responsibility in Anakin becoming a catastrophically dangerous dark lord of the Sith.
