It's still equally rare. It's not any more or less rare if you can choose it or not, plus you can still get it by entering "00" or several different strings like the one you showed

Edit: I think there are also some seeds that that you can't get generated randomly from leaving the seed blank but instead you have to enter it in yourself. These seeds would actually be more rare. I think there may possibly also be seeds that you can't get from entering just letters. And the amount of letter combinations that would give you a specific seed probably varies for each seed so that would also contribute to the rarity. I'm sure there may also be a few other variables in how rare a seed may be and it also depends on what things you count towards the rarity, like does being able to enter the seed manually count? Does it only count if you didn't enter the number but you might have entered some text that got you the seed? Someone could make a decent and interesting video on this if they went into more details like this.

This is still not rare. You can still easily get it. It just means theres just a small amout of steps to get it. Theres no chance envolved in this. As long as you follow the rule to get it, theres a 100% chance.
