Typhlosion is correct but meganium I would make it fairy and feraligatr dark type because you can't just make their types just from there moves, but good typing anyways.

The dragon typing on a starter pre-mega evolution completely throws the starter out of balance of the other two due to its amazing resistances. Sure it gains weakness to fairy and dragon, but loses key weaknesses to electric and grass, while also not being affected by ice weakness due to the water typing. Feraligatr with dragon is a cool concept but would never work.

Ground for Typhlosion would've given it more contrast to Charizard.
Dark on Feraligatr could've been good since its the gen that introduced the type. Dragon makes sense, sure, but it's a little unfair for starters. Also in gen 2 it's only weakness would be dragon.
I think fairy would be good in Meganium, it gives it some more resistances and makes sense with it's association with with emotions. If we were talking about when they were first released though, paychic makes the most sense with the whole emotion thing, but do you really want a defensive 'mon with 7 weaknesses?

Idk about the other 2 but i always thought as a kid that Croconaw and Feraligatr were part Dark Type. They kinda look "evil" and Gen 2 is when they introduced the Dark Type so i think it'd fit

There's a rom hack of pokemon crystal called "polished crystal" its crystal but the levels are better and gyms are harder. Also fairy types exist in the game but have the gen 2 sprites. The starters in polished crystal are grass/fairy, water/Dark, and fire/Ground. Ans the fairy typing does WONDERS for meganium. And helps with Lance too.
