Requirements for doing Bachelors from Germany (A-Levels)

I’m Turkish but im having my education in aa British school but I’m gonna complete my Turkish education in my year 12 when I complete my A Level journey in my year eleven. However i aslo studied prep so it’s like my 12th year is my 13th year and my 11th year is my 12th year. Can I apply to a German university when i complete my A Levels or should I study the last year of my Turkish education too?
