Unfortunately, unless you want to grind away for hours away on end, you're not going to be able to completely fill out the skill trees of any of the characters. Even attacking every enemy I came across in the game, I didn't come close to filling anyone's tree.
On one hand, this is good because it forces players to be smart and choose which abilities they want the most, but it also means that you're not going to be able to experience a fully upgraded character without the grind and first time players aren't going to know this.
