Chinese state-owned companies build roads, railway, airport, ports, power stations, dams in only Africa, but also Asia, South America, and sometimes in Europe and North America. Why infrastructure comes first? That's because of the experience learned from the China mode, or the economic reform and development since the late 1970s till today.

There's an old saying in China that "Teach the poor on how to fish is more important than simply giving them some fish". That means, instead of investing on low-profit projects, investing on infrastructure and education would somehow boost the capability of self-reliance and sustainability in economic growth in the long run. Such mode succeed in China. Now Chinese went to Africa, trying to implement the China mode in Africa. In some cases, they are successful, for example, in Ethiopia; while in some other cases, they failed.

Yes, there are debt for sure, because the capital used in investment comes from taxation from every hardworking Chinese, the government of China and state-owned enterprises are responsible for the usage of the capital. And yes, all investors pursue profits, because there's no reason for Chinese to donate other countries in Africa, we didn't invade Africa before, so why the charity thing?
