How to make 16-bit Application Support in my Windows 10, 8

Update 10/25/2017 I could do it in Windows !0 :D
First:
Programs and Features - Turn Windows Features on or off -Legacy Components -Enable NTVDM
Second:
Open "Command prompt"
Right click over title "Command prompt" and select "Properties"
Select "Use legacy console (require relauch)", then "Accept"
Close and re-open "Command prompt" to test.

rightclick: start

click: run

click: ok

in computer configuration click: administrative templates

click: windows components

click: application compatibility

doubleclick: prevent access to 16-bits applications

click: disabled

click: apply

click: ok

On the last bit after the Command Prompt part, all I'm getting is "Invalid Windows feature name has been specified as a parameter" Error code: 0x800F080C

Am I correct in assuming that this ONLY works in the 32bit version of Win 10? I don't see the NTVDM feature in Win 10 64bit

I cant see the NTVDM when I expanded the legacyComponents it only shows direct play. Am I going to click it off?
