In Japan Ami was the most popular Sailor Scout/Senshi, so this episode was in part leveraging the irl crushes the young male viewers had on her.

It is also why Ami got a theatrical special dedicated to herself, why she had a significant subplot arc dedicated to her in the 2003 live action show and why in the early musicals she more often than not got a solo song or some significant subplot
