The Ionospheric Connection Explorer will study the frontier of space: the dynamic zone high in our atmosphere where Earth weather and space weather meet. The mission launches on an Orbital ATK Pegasus XL rocket from the Reagan Test Site on Kwajalein Atoll in the Marshall Islands.

Correct me if I'm wrong, but did that solar panel just do a complete 360 around the satellite?

Isn't it bad for the public image to delay a start this often? Wouldn't one date further in the future be better? I know that it's hard to predict everything that can go wrong, but it's weird how often it gets delayed a few days before it was supposed to start.
I bet if the opening date for the Berlin airport was said to be in 2030, there would have been a few headlines, but nothing major, while now, with so many passed planned opening dates, it has become a running gag that this airport will never open and its planning is a giant mess. I haven't read much about this start yet, but in my amateur opinion, it would seem better to have fewer, longer delays.
