I reckon the Adobe software Engineers must have sat down and had a meeting about how they could make the most ridiculous drawing tools possible for Premiere Pro, and then after they'd made them as bad as possible they additionally had another meeting to make the bad tools as hard to use as possible.

Every time I do this, my CPU usage goes up to 100% and the PC slows down an INSANELY large amount. I'm running an RTX 3060Ti and a Ryzen 7 5800x. Any ideas as to what's going on?
