Here's an quicker alternative for step 1: Check if your local library has a business database like ReferenceUSA or AtoZdatabases. They're nation-wide databases, but you can do a search for all the companies in your area.

I liked the driving around and getting company names off of buildings. You could also go inside a high rise office building and get names off their roster of room/floor numbers. There's surely going to be many you haven't thought of.
