My cat used to lick my hair every time I got out of the shower. I think it was his way of "washing and grooming" me. He purred like a motor every single time.

Another possible reason that some cats lick hair, is that it's normal grooming behaviour on the one part of a human that's most like fur. One cat I knew only licked short hair which seems to support this idea. However, I suspect the full reasons are a bit more complex.
As for 'paddling', my understanding is that this is neotenous behaviour, a throwback to a suckling kitten's paddling to stimulate milk production.

My cat enjoy licking my hair and start purring then sleeping. He acts like he's breastfeeding on his mom. He's a stray cat that followed me more than 3 miles while I'm jogging. Did he recognize me as his mom? He never done that to other.
