There needs to be a constitutional amendment determining how districts are drawn and redrawn. Each state should be divided into 1 acre squares. Each district should be as square as possible. When a district covers a rural area and needs to enlarge to cover more people, it should add one acre around itself to form as perfect of a square as possible until it meets the required population. If a district needs to shrink because it covers too many people it should lose one acre from it's outer most layer forming again as perfect of a square as possible until it meets the required population. No district shall add an extra layer of acres until it completes a square or meets the state border, in which case it should not add an extra layer of acres until its current outermost acre layer completes a full circuit from state border to state border. The only time acres may not be square is when they meet a state border. Then they should conform to the state border and must be smaller than a full acre.
