Mayor Bowser with respect you called your city a sanctuary city and now you are passing the buck. The Nation's Capital must be a sanctuary city for those extremely poor including minimum-wage workers and retirees, who are already in the city, and for those who are in encampments, as well as those who are migrants. All are God's children and all deserve housing not a fair shot but simply housing affordable to them whatever their income is.
