It's been said on a number of occasions that most skins are a vast departure from the main character and their lore. In this case they are choosing to model her inspired by BloodStones which as Taric's skin established (we can assume that only the finest examples of such gems are donned by taric) are a deep and fairly solid red.

I mention a missed opportunity because I think if many of her icy parts were replaced by the same style of gem seen on bs taric's gear it would look great.

Bloodstone Taric: Red gems, illumination unique from fire effects.

Bloodstone Lissandra: Black gems that look like charcoal.

Missed opportunity for a really cool skin here. Just another fire skin.

For visual effects obviously. What, you think it makes sense for heroes like Diana to pose when recalling?

I also know that they aren't directly fire particles but I feel like it was a weak attempt and if this was truly their opus then the name is inadequate. As a fellow professional c-illustratior I'm actually rather shocked by the lack of consistency (consistency is such an underrated trait), where before it seemed like being steady was a priority of theirs (artistically).

How does her E work? Can you reactivate it so you can get to the position where the 'claw' is?

It's not gems. It's black ice. She is The Ice Witch. I'll admit with the red, it looks like fire and it can make you think it's charcoal but it's blood particles. Not a bad skin, but could be better.
