Try fabric softener on the hair to soften and smooth it. I know it works on wigs but it could work for dolls since their hair is synthetic.

Note: don't iron too hot. Doll hair is usually synthetic and basically plastic and WILL melt.
(Source: my mom still has the barbie doll she had when she was younger whose hair she tried to curl and melted the hair, and to "fix" it she glued baby doll hair on its head)

We have this Second hand toy store in my City that recently got like 30+ Rainbow and Shadow High Dolls in. They were only 12 bucks each and came with the original clothes and accessories. I bought like 8 dolls! 😅
