Your ISP (Internet Service Provider) can be the reason for the issue by blocking the download.

Another solution which worked for me is changing the location from the globe icon next to the game in bnet. Asia didn't work but switching to Americas did the trick. Obviously if you're in the Americas try one of the 2 other options and see if it works for you!
