i like this app, very helpful but i cant hear any voices or sound from my phone i used as cctv.

I need something like this system. However, I haven't had much success to know what environment I need for it to work.
MY SITUATION: I need to monitor my vacant house in California but I live in Texas. The house in California has no WiFi but my smartphone works when I am there.
QUESTIONS:
1. Can the camera in California communicate with my smartphone when in Texas?
2. If so, do I have to put every camera-phone on my cellphone account? (I use Google FI, which is not free)?
3. Is there an app that can be installed on my computer that can receive the video/sound from the camera-phone?
4. Can the camera-phone upload the video to a place I choose on the Internet? (For example can it upload to my Google Drive?
5. If it can upload, can it delete the videos to make more room for new videos?
If anybody has any answers to these questions, I'd love to hear about it.
