Bilateral Relations and Pursuit of the Quad in the Indo-Pacific

Since the March 2021 virtual summit of the Quad, including the United States, Japan, Australia, and India, debate has swirled around the Quad’s prospects. Our panel will assess five key bilateral relationships in 2021-2022 for what they tell us about the prospects for the Quad. Although we do not cover Australia directly, its role will be considered in some of the papers and in an introductory and overview paper to be circulated among the panelists. It is not just the members of the Quad which are poised to impact its prospects. China, ASEAN, and South Korea are also widely mentioned as forces that can shape its evolution or affect the formation of a Quad Plus.
