2 explanation is wrong. Charging isn't done by keeping the ability on. Charging is done by dealing/taking dmg. You can release it early for the base dmg. It increases in dmg by charging it. Also increased dmg depends on how much dmg you deal/take. You can kinda see how much % increased dmg you deal on your passive mirror, or on your character mirror.
