How we calculate your bill – if you have a water meter

I have never payed for water my entire life. Water is absolutely free for all consumption purposes where I live. We do pay a electricity bill though every month.

My water keeps going up and go down even if I am not using, I broke my hand and I was not taking shower in the apt. but in another place. I suspect my water bill is impacted by the neighbor above me that has gambling every saturday and sunday, the guests show up for the gambling before 6:30am, they enter the apt and go straight to the bathroom and use the water to flush, 1 tank. Every 30 minutes the guests and/or the residents go to the bath and flush, besides that, their toilet is self-flush 24/7. It was like that for a few years, then, it was fixed, but it did not last to long, the self-flush returned. I have already complained via letter my concern about the casino gambling guests using the water from 6:30am until around 10:pm and sometimes they keep gambling until 4:00am. It's absurd the landlord allowing this neighbor having gambling in a residencial place, besides the obnoxious noise that you can hear from the street, the guests use the water and the water bill is not split among these frequent guests. What should I do?
