it was helpfull, I have import firebase and google arcore sdk in one project. I use mainTemplat.gradle and launcherTemplate.gradle also using gradle 5.6.4 in unity 2019.4.28f1 and had this error. I tried to checklist GradleTemplateProperty in publish setting and enable androidX like what u do in this video. And yup, its fixed. Thank you so much.

I don't even have a Plugins folder and I can't find the properties file in my gradle folder. Any ideas ? Please help.

I only want is text the game on my phone. I must activate the Keystore for testing the app on my phone.
