This is a good idea, with a few problems. I know TEC apps cost money to develop but your piggybacking googles location service that's free. And from Kansas City's stand point giving the program to our 911 service. Then as a individual I have to pay a monthly service fee.

OK that's how this works, but its not that great an idea, you would gain more subscribers if it was tied into someone's cell service. Its hard to devide the 4.95 a month on a 150.00 dollar phone bill. But the reacuring 4.95 is a sum of money a person could or would decide to cut from the budget.
How about a pre use fee charge.

You'll still make a lot of money in fact more.
I mean people call 911 with the stupidest things, like how to thaw a turkey 1 day before thanksgiving, or I left my windows down on the car.
Let's face it people do dumb things, make them pay for it.
By the way these calls tax 911 systems often causing real emergangics go unanswered and or to late to fix. Some of the wait times in KCMO have been 20 min. If someone was having a heart attack they would die. Or a house would burn down.
A filter the call app would help this.
Ask a few 911 call centers how many none emergency calls they get its 80% of the call log in some areas.
