To simplify it, the city on the newspaper gives you the code to enter in the computer while getting the numbers on the chart gives you the ACTUAL city to enter in the computer, NOT the newspaper.

For Anybody Struggling With This Here's How I Did It
1. Figure Out The Pattern Of Your Missing Numbers Inside The Coded Paper (Seperate Red From Blue)
Ex. My Red Numbers Pattern Was Increasing By 6 But Then It Finalized To 4, My Blue Numbers Was Decreasing By 5)
2. After You Figure It Out See If YOUR Code Matches Any Of The Numbers In The Station Broadcast
3. After You've Found One That Matches Look At The Newspaper
4. The Newspaper Will Highlight Some Letters That'll Match A City From The Station Broadcast. Write The Letters Down In The Order They're Given In The Title.
5. Find Which City Matches The Letters That Was Given From The Newspaper.
6. To Decrypt The Code, Put In The Number From The City The Newspaper Gave You But Put The City Name Of The First Code That Matched The Coded Paper.

While the colorblind support in the game itself is excelent, there is a slight oversight with these puzzles. I had to look up walkthrough to find out that there are actually differently colored letters and numbers in those clues and then get my brother to point out which one are the colored ones to be able to even have an attempt to solve it. Figure the Dots:
+) Code Paper - Figure the pattern of Red numbers and Blue numbers to decide which are the Missing Numbers.
+) Film Roll - Take note the City Number Code and the City, draw a table to compare easier for the next part. This step is advised for later step.
+) Newspaper Piece - There are red letters standing out of the rest, take note of those and shape them to a Completed Word, which is basically the anagram part for the scrambled letters to make it an unscrambled word.
Connect the Dots:

+) From the order Red to Blue, look at the Broadcast Station List, the Missing Numbers are the City's Code Number, which can be transferred later to Passphrase .
+) Look at the Broadcast Station List, the Completed Word is the City's name, which can be transferred to Code.
Shorter:
+) Missing Numbers found in Code Paper > (Order: Red - Blue) City Number Code Column > City Column > Passphrase
+) Completed Word unscrambled form of the red letters found in Newspaper Piece > City Column > City Number Code Column > Code

Okay real simple I was stuck until I found out. Just get the letters from the newspaper and spell out the city and with 4 numbers from the broadcast list. Use those numbers you have from the city for the 4 digit code to enter the computer and the rest is trying every single city name until you get the right one. Easy ✅

If you’re trying to get the trophies/achievements for completing these side missions, you don’t need to decrypt this to complete the mission. You can also pick 3 random suspects for the other one. Just say yes on the warning message when you go to launch and do everything as normal.

Explanation Below:
There are 2 parts to this encryption. The first part is the piece of paper you receive from Qasim and the second part are the red letters from the newspaper. Unscramble the red letters from the newspaper, the word you come up with should match one of your cities in the Numbers Station Broadcast. Now use that city (the one you got from the newspaper and unscrambled the letters) passcode as the passcode for the computer. Next use the 2 numbers you decrypted from Qasim’s paper and match those numbers up with a city on the Numbers Station Broadcast. This city will be your passphrase. Hope this helps.

I was a little confused at first, but here’s a description if any one needs it: you need to take the code from the number sheet and match it with the city location, then use that as the pass phrase, then take the letters from the newspaper and arrange them into the other city location, and then use that locations numbers for the number code.
