Modesty on the outside - in appearance - is about power and control. Modesty on the inside - living with wonder and humility and compassion - is actual modesty. I know people who dress outrageously who are much more modest then most people claiming modesty because they consider letting their skin or hair or whatever see the sun to be taboo.
