Here is the transcript of the exchange between Harry Roque and Congressman Ron Salo that led to the former's detention for contempt.
Congressman Salo: "Secretary Roque, you deny to be a lawyer of Lucky South 99. Who are you trying to fool, we were not born yesterday. The overwhelming evidence shows that you are the lawyer of Lucky South 99."
Roque: "I resent that, I am not fooling anyone... especially coming from a former student and my inaanak."
Chairman Barbers: "May I ask the Honorable Member Ron Salo to refrain from issuing statements that would hurt the feelings of our resource person."
Salo: "Mr. Chair, in our last hearing, Atty. Harry Roque was invited to participate in the quad hearing but Atty. Roque sent a letter saying that he could not attend due to a conflict with a previously sheduled Court hearing in the Regional Trial Court of Manila. I have a certification from the Clerk of Court stating that Atty. Harry Roque has no hearing on that day and did not in fact appear.... Mr. Chair I hate to say this but Atty. Harry Roque, my former professor, lied to this committee, which is contemptible under the rules of this committee. I therefore move that Atty. Roque be cited for contempt for disrespecting this committee."
Chairman Barbers; "Ah.... I didn't quite hear you, Congressman Salo, can you please repeat, are you moving that this Committee cite Atty. Roque for contempt?"
Salo: "Yes, Mr. Chair, pursuant to Rule 11-E of the rules of the House on inquiries in aid of legislation."
Chairman Barbers: "One minute suspension."
(Session resumes)
Harry Roque goes into a long-winded apology about making an "honest mistake".
Chairman Barbers: "There is a motion, duly seconded, to impose a penalty of 24 hours in-house detention on Atty. Harry Roque. Hearing no objection, the motion is carried."
