or put on less and smudge the line in gently with your finger or a brush? as long as you use a gel like mac blacktrack, or rituel de fille's magic orb eyeliner (my favourite cos it never really sets, but stays without travelling down your face, somehow) that gives you far more control than "apply excessively then badly wash your face". Eyeliner is often my second to last step after eyeshadow, so washing my entire face just for a smudgy eyeliner I've been doing with a soft crayon since high school and my finger seems stupid and totally overkill and simply unnecessary.
