If you've already built an Abyssal Skull, and someone else on your team like a Nomad or a Soulstealer has build a Shieldbreaker, you'd buy a Dawnbringer. You already have lifesteal and stacking Shieldbreakers is pointless.
I understand what you're saying, Dawnbringer is not the best item on SB, but there are definite circumstances where you'd need to pick one up.

gg branches give you str, agi, int, hp, atk dmg, hp regen, armor, atk speed, etc. OP, stack five and carry the game!

You get the majority of those things from Frostburn. The upgrade to Dawnbringer isn't worth 2200 gold.
