Skyjack 6832RT Alternator Shorted, No Start, No Fast Idle (Scissor Lift)

Today I got called out on a mobile job for a skyjack 6832rt that would not crank. The battery was dead and the Alternator was shorted. Then I put an Alternator on and it would not start. It started before with the Alternator disconnected and a new battery. Follow me along on the journey. We will diagnose this with a labscope and a headlight bulb.
