First thing, the royal family, the queen rules over the United Kingdom and heads the Commonwealth, she doesn't just rule England. England is a part of the UK. Town Criers are international, last years competition was in Annapolis, Nova Scotia, Canada. Town criers are usually employed by the town council to announce important news. The Chester town crier is usually seen during the tourist season announcing events in the town.

Here in Lower Saxony, where I live, we just have Knöllchen Horst, a pensioner, who spends his free time reporting traffic violation. He doesn't even wear a funny hat :/
