Don’t use Scott’s grass seed. It has a lot of filler materials. Scott’s isn’t a good value for the money. You need to use a high quality seed brand like Johnathan Green or Pennington. Also, wouldn’t hurt to spread some top soil 1/4 to 1/2 inch thick with chicken Manure mixed in it. 4-5 parts premium topsoil and 1 part chicken manure. Also, I would plant Bermuda or St. Augustine in Southern California since it more drought resistant. Also, seed between April and June. You’ll need to water the grass 2-3 times a day for several weeks. You must keep the soil moist to allow the seed to germinate.

I've got clover coming - researched the heck out of it before I ordered it too. But mine is going in for weed control and nitrogen fixing. Careful though - if not properly managed, it will keep spreading, even to other areas you don't want it in.

Recombination if the clovers do not end up working try finding natural grass that are indigenous to the area you live in as those ones will be able to survive the harsh summers as that is what they have evolved to do.
