Madara decides he's going to take all of the land of the villages of the cloud, sand and mist.

The takeover
Madara decides, after this, he will take over every single land and form a single nation, with many admininstrators.

But for that,
He will need to gain the trust of civilians and other heads of clans. He attempted this in various ways, and eventually in 4 years he was able to form a new province of every land in every country.

Madara names the new state "The Susano'o", named after Madara's signature move. He made a capital and named that Snowindron.

Even without the Rinnegan, through tough thorough thought Madara, along with a research team creates such a high-class ninja tool that it can mimic the abilities of any and every known Do-jutsu, including the Sharingan, Mangekyo Sharingan, EMS and even the Rinnegan! Madara uses the Rinnegan from this to use the Edo Tensei, reviving the previous Hokage and Naruto to lead the different sectors of the Susano'o.
