I hope those are connected to the ground because where I live the wind would definitely be whipping those into the house or windows to break wood and glass.

They are used in the US West often but usually to serve a different and simultaneous purpose. They help with rain, but also connect to a grounding rod to keep lightning from striking the house.

The primary reason for this is that there are many, many dry thunderstorms where there is lightning but only a spit of rain, and some states like Idaho only get 12" a year of rain in the desert regions

Our home here in Hawaii has those. Not the chains but, the decorative ones.

Rain chains let leaves get washed out of the gutter. Which is good in fire-risk areas.

Actually, it's a lot less likely to freeze if you add the chain there. It's not guaranteed but the water freezes way less. That's why they do it

Come to Big Island, Hawaii. I have 4 of these instead of downspouts! Each rain chain goes into my ceramic barrel 55 gallons each! I use the rain water for ALL my flowers garden

Also, the length of the chain can indicate wealth.

Californians should use rain chains, which don't get clogged with twigs and leaves.

What happens in high wind? Are they secured at the bottom? Do vermin climb up them into roof space? Can children get injured by trapping fingers? Is rust an issue and staining? Are they quiet or do we have background horror film sound effects going on?

Rain chains are not exclusive to Japan.

I’ve seen these used before and it’s different hearing a ringing sound instead of water beating on the ground

I'm from a small town in Montana and almost everyone uses rain chains.

You won't find this in older Japanese houses.
